WCF Adjudications

 

WCF is charged with upholding the WCF Statutes and subservient Regulations relating to all aspects of WCF Championships and conduct.

From time to time, WCF is asked to consider various aspects of those Statutes and Regulations and make decisions concerning their applicability and interpretation.

The process can be by Appeal against a decision taken elsewhere by an affected individual or Member Association, or by WCF considering the matter of its own volition.

Decision of WCF Council - General Policy:

In the 2009 WCFMC elections there are six candidates for four vacancies and an election will take place.

Charles Jones is already a member of WCFMC in his own right and would ordinarily have continued to serve in that capacity until December 2011.

With the three regular statutory retirements, WCF now has four vacancies for election, with six persons seeking election. Three for 4 years, until 2013, and one, Charles' position, for two years only until 2011.

Although two distinct situations are mentioned, the WCF Statutes are silent on the matter of how this particular position should be resolved.

The WCFMC has decided that the election will be resolved in the following manner:

1. The three candidates that gain the most votes shall be elected to the 4 year posts.;

2. The fourth candidate who receives the fourth most votes shall be elected to the 2 year post.

3. In the event of a tie in one or more of the relevant positions, lots will be drawn by the scrutineers.

WCFMC has been provided with a preliminary paper regarding possible changes to WCF Statutes concerning the operation of WCF Council, WCFMC, Presidency, Secretariat and ratification processes. Awaiting feed-back. This will result in a consultation paper being circulated to Member Associations later in the year, with recommendations for future changes to WCF Statutes.

The consultation paper was distributed to WCF Member Associations on 15th September 2009 with a return date of 31st December 2009.

Decision of WCF Council - General Policy:

"Anti-doping policy should be left to the WCF Member Associations. The anti-doping policy in force at a WCF event should be the policy of the host association. Consequently, the WCF should not join WADA".

Decision of WCF Management Committee:

WCF Rule 105.9 shall be interpreted as follows:- "On being proposed for election to the WCF Management Committee, the person shall nominate his member association relevant to Rule 105.9 They shall retain this affiliation throughout their period of office".

This has now been superceded by a vote of the WCF Council on 12th October 2009
