WCF Statute 214.2 - request for waiver for China event

The WCF Management Committee has identified, and is keen to pursue, a possible opportunity to hold a competition in China in 2010. If it takes place the competition is likely to be for a small number of players and the WCFMC is conscious that it would not therefore comply with the current terms of WCF Statute 214.2*. The WCFMC believes that it is important for the WCF to be able to hold events, for example regional competitions and development events, which by their nature will not be open to all WCF members. In the long term a re-draft of Statute 214.2 will be needed to accommodate this activity.
Pending a re-draft of Statute 214.2 being approved by the WCF Council we are seeking your agreement to waive the requirements of that Statute specifically for, and limited to, this event in China if it does take place.
We are asking for a specific waiver of Statute 214.2 rather than proposing a re-draft of the Statute at this time because we need to be confident that the event can take place in order to progress now with negotiations and preparations for the event.
We are committed to preparing a re-draft of Statute 214.2 but we believe it would be best to do that only after allowing sufficient time for all interested parties to voice their opinions.
*WCF Statute 214.2 - "For the avoidance of doubt, all Full Member Associations and Associate Members shall have the right to compete or send representatives to compete in all competitions of the Federation."

Outcome of Consultation regarding the operation of WCF Statute 214.2
The following member associations gave indication of their support for the waiver: Australia, Belgium, England, Ireland, Italy, Germany, Scotland, South Africa, Spain, Sweden, USA.
No objections were received from any member association.
On that basis detailed planning for the event will continue with the organisers of "Expo 2010 Shanghai, China", under the co-ordination of WCF Immediate past President, David Openshaw.
